My name is Luis Heredia and I have been working for Community Management Services, Inc. for the past ten years as a Homeowners Association Manager. Homeowners Associations are required by the California Civil Code to acquire a reserve study at least every three years to be prepared by an independent third party. Paul Trower of Trower Reserve Studies has been preparing reserve studies for my associations for the past five to six years.

Mr. Paul Trower has always been very professional throughout the reserve study process, which may include a site visit, pictures of all the association's components, a meeting with members of the board of directors to discuss history, organizing the results and developing the reserve study to present to the Association's Board of Directors for their review. Mr. Trower has always kept the board and myself informed of his visits and is very timely in his preparation and delivery of the reserve study.
